The messages are mixed, not from the President, but from the scientists. If it is really bad, then simply start restricting the things that are causing it. We have technology now, people should telecommute when they can, in fact companies and government should be made to in-act telecommuting for anyone doing IT type work. There are companies doing this and doing it well. Imagine the reduction in pollution, savings in gas, etc that could be accomplished in less than a year.
